Ha, I wondered the same thing but I've been usin them for a few weeks. So far, it's been fine! :) No letters have been returned. But how confusing of them, huh?

Nope. They're usually set as letter rates--i.e., F rate, G rate, etc. I think 39 cents is J rate, but I'm not positive. Once a stamp has been assigned to a letter rate and the letter has been given a value, it's stuck.

If they're the blue stamps, I think they're 32 cents. I still have a book of them.

These "first class" stamps are confusing. If it's blue with just the statue of liberty, it's worth 34c, so you have to add 5c more in postage. If the statue is greenish and has the flag behind it, it's worth 39c and is enough to send a one ounce letter anywhere in the U.S.

When in doubt, ask someone at your post office to look it up for you - many employees of the post office are also confused!

Stamps without denominations cannot be used for international mail. Take your stamps to the local Post Office and ask them how much postage they are worth.
