That sounds like a myth. Do they put GPS units on anyone else in fear that they will meet with foul play? I could get robbed on my way home from work.
If they know someone is an illegal immigrant, they aren't going to put a GPS unit in the person. They are going to deport them.

Vets currently inplant microchips in pets for tracking purposes, but if what you are saying is true greenpeace and a whole slew of other agancies would be having a field day with it. I would have to say no.
