My friend wants to get a Beer of the Month membership and I'm having trouble finding out if it's legal to have it sent in to PA.

Just call, or go to the website of the company that you are talking about. They will know if they have a license to ship into PA.
The usual law says that if the company is inside of Pennsylvania, then it can ship to PA, but if it is outside of PA, then it cannot. There are legal ways around this. But only the company that you are dealing with will know the answer.

It is illegal to ship any alcohol products unless you have the required liscense through the TSA(which is a pain in tha *** to get) there are so many liability risks involved. I manage a Pakmail store and know the riska you are taking. You could sent it but if you are caught you could be slapped with some very hefty fines
