Depends on the rental car company.
Most rental car companies won't even rent to any one under 25. I think Dollar would, but charges extra $10-15 a day. And there are always local rent-a-car companies that may be willing to give you a break. So... ask.

If you live in Northern Ireland you must display "R" plate's on your car for a full year after you pass your test also you must be over 21 to hire a car and have had a full UK license for at least two years.Hope this helps.
