I am planning a trip to Niagara-on-the-Lake area to visit Wine Vineyards, and want to find out what is the best time between January-May to visit to get the best experience? Thanks!

The closer to the warm weather the better; ergo, May. Niagara-on-the-lake is a totally charming locale. Enjoy.

You actually have a couple of options. If you really want to go in January (because it is cold at that time of the year), go the last weekend of January for the Ice Wine Festival. Niagara makes the most consistently outstanding icewines out of all the wine producing countries in the world so if you like sweet wines, this is a treat for sure. However, if sweet wines are not your thing (and that's fine because most people don't like them), than I would suggest either late April or anytime in May.

Obviously in the later summer and autumn.

Please know that Ontario now has a new wine area. In addition
to Niagara appellation: the peninsula into Lake Ontario where are Picton and Cherry Valley. I do not know if the wines are good.

Niagara is also not a long drive from two American wine appellations, the Finger Lakes appellation in New York and a small one in northwest Pennsylvania.
