Jinx Proof in Georgetown is a really good shop. I'd recommend them in a heartbeat.

Honestly, you won't find a better tat parlor in that area than Tattoo Charlie's in Baltimore, MD. Amazing work, and worth the short trip from DC

Try a web search! but make sure the parlor is clean that would be my advice, also think about where you get it placed on your body remember you have to live with it.
