It's possible they have a computer that is too old to run XP guys. If that is the case, they have to work with what they have.

You can't really.
Your only chance will be to install a Virtual PC like software on your Win 98 machine and then install Windows NT/XP on the VM.
But if you are going to go through all of this, then you might as well upgrade to Win XP.

If you have installed the software, right click on the icon then select Properties, then Compabitility. Select Windows 98 as the compatibility mode. this works on XP, so I hope it works for 98.

You can't. The reason you can't is because windows 98 does not have the necessary components to run it, they were created in later versions of windows. Buy windows XP (its cheap now) because windows 98 is so outdated even Microsoft don't provide support for it anymore.
