All I'm going to say is this:
I had to wait until I was 18 to get my first tattoo, because that is the law in Pennsylvania, and my mother would not sign for me when I was under 18.
I am 22 now, and when I think back to when I was 16... if I would have gotten the tattoos I wanted when I was that age, I would be KICKING myself right now.
Seriously.
At 16, you still have some growing up to do, and maybe in two years time, she will realize that Tinkerbell isn't really the best idea for a tattoo...
But she's obviously able to do what she wants, since she'll be 16, so who am I to say...?

She may not like tinker bell in the future. There was a tattoo I wanted 2 years ago, and thank god my parent didn't let me get it, because now I hate what it stood for. I would talk to her about it, and if she is certain she wants it, then let her get it.
A few years from now if she changes her mind, it will be her responsibility to get it covered up or removed.

Good Question. I would say it's a personal choose you and her need to sit down and discuss. Make sure that she understands that whatever tattoo she wants she should think it over first because it's something that sticks with her for life unless she plans on spending lots of money to get it lightened. If you allow her to get a tattoo then you need to make sure its done at a good shop that is clean. Make sure she followings any and all directions her tattoo artist gives her. If she don't understand something or has any questions tell her don't be scared to ask her tattoo artist. Likewise you can ask any questions you may have as well. Good Luck!

There is no right or wrong answers to this question so I will ask you to just consider my personal experience:
My parents wouldn't let me get a tattoo so I got one anyway from an ex-tattoo artist who worked out of his apartment tattooing underaged people, while he sanitized everything, it was still dangerous and potentially harmful to my health. I did that when I was 16.
My first tattoo I just wanted, sure it was pretty and something I liked but it had no meaning to me. Since then, at 20, I got a tattoo that means alot to me, and I love it, and I have at times thought about not-having gotten my first tattoo.
Good luck on your decision, whatever you choose will have been with love and concern, and that is the only 'should' that you need to worry about.

I was 20 years old before I got my first. I think you as a parent are the only one to make that decision. Personally I love my tattoos. That is something I have never regretted. I only wish that when I was 18 or so my parents were as supportive as you. Now that I am older my parents understand why I did it. My tattoos symbolize certain things for me. Perhaps this tattoo will be a symbol for something special in her life...Sweet 16 perhaps? It will also be a great bonding experience for you both.

I got my first one when I was 12 (I hung out with bikers). However, I made my daughter wait till she was 18 because I think at that age their body is basically done growing and they are more mature to make that decision. When they are younger they tend to make wrong choices. Besides they have the rest of their life to look at the tat so what's a couple years. My daughter still waited till she was 19 to decide & we are both glad because she changed her mind on the design she originally wanted.

It's really all up to you. If you feel comfortable with her getting a tattoo and you are willing to take her to a clean and respectable place, then have at it. I got my first tattoo at 18 also and have never regreted it. I now have 4 tattoos and plan on taking our sons for their first when they are old enough. I feel that it is totally up to the parent not the child to make the safest choices for them. Just remember to make sure that it is something that she wants forever.

I would make her wait 6months to decide if this is something she thinks she can live with for the rest of her life. If in six months she still wants the same tatoo and has not changed what she wants, then let her get it. Tell her to look thru pictures of Tinker Bell to find the one she really wants. Don't let her just pick one from the wall in the tatoo shop. Everyone has the one in the shop. Make her get one that noone else has.

If she wants it i say she should have to pay for it and she should look at it for a long time and make sure she wants tinker bell on her forever. I waited to get my first ink till 18 because my parents wouldn't sign for me.

Tough call. Most of the time you grow out of your tattoos, especially silly childish ones. At 16 she may think Tinkerbell is just the cutest thing, but at 26 will she still appreciate the cartoon on her shoulder? 36? How much thought has she really put into this?
Does she still need your permission at 16 or can she get it completely on her own?
