If you only have 100....you need to scale your giving list down. Scale back friends before family.....try to get the list down to ten or fifteen.
With what is left....why not make a calandar with pictures taken throughout the year. Your computer software should have a template for making a calandar. All you need is paper and a stapler!!
If you insist on giving all 25 people a present. I would start hitting some yard sales or garage sales in your area. You can always find interesting things at them....and most for under a couple of bucks!!! Buy Christmas wrap in bulk....one big roll should wrap all your gifts!!
Go on Craigslist....look for free stuff. You never know what you may find for free. One person's junk is another person's fabuluos Christmas present!!!

Why so many? Do you get gifts from them as well? You may want to consider scaling back. Maybe some of your friends are feeling the pinch, too.
Homemade goodies are always welcome. You can make some small loaves of tea breads, and cookies. Just about everyone loves cookies at Christmastime.
Some of the other answers gave good suggestions: like doing chores for family members, babysitting and help with yard work.
You could donate some money in their name to charities.
Are you crafty? You could make some nice holiday ornaments and put them in a gift bag (I am talking about those clear plastic gift bags). You could put a small ornament in it with a candy cane and maybe some chocolate kisses. You could include a note explaining your situation and attach it to the gift bag.
Most people are very understanding about finances. They have been in similar situations.
Try not to sweat it. It's the thought that counts.
Also, if you have the means ($) later on, you could do something nice or special for their birthdays.

Cut back on your list. All of your friends don't need gifts. And they should understand that your money is tight right now if they are really friends.
Some affordable ideas for gift giving:
CD's
Candles
Nice soaps with a washcloth
Knit a scarf
Put together brownie mix in a jar and decorate it
Note cards
A nice pen
A page a day desk calendar
A blank journal
Small stuffed animals
Try your local dollar store, or Walgreens...they have great deals if you take some time and look around for the good stuff.

I just wanted to say that the non-material gifts idea you have received area great. People have lost sight of the meaning of christmas. It really isn't about the gifts, so the best gift you can give anyone is the gift of yourself. Your time. Your love.
The best gift I ever received was in the form of a coupon when I was in college. My boyfriend and I were both struggling to pay for school and books and just surviving, so we agreed that our christmans gift to each other would be hot chocolate and midnight mass at St. Patricks in NYC, where we were going to school.
Aside from that, though, he handed me an envelope (a plain letter envelope) with a note that said "This entitles you to a lifetime of love."
We were married right out of college and he kept his promise until he died in a boating accident a few years later. I always thought he was too good for this world. But I'll always remember that humble christmas gift that gave me the greatest wealth imaginable.

Honey, you are giving gifts to WAYYYYY too many people. Pare down the list and only give gifts to those who are absolutely most important. The others can get a card and a candy cane.
The season isn't about giving out as many gifts as you can. You need to move past the need to purchase gifts to show your love/friendship and get to the point where people appreciate just having you around as gift enough.

For friends and family, try making a scrap book of memories. If you have pictures, paste a picture in a pretty photo album or note book with captions under each one.Or get inexpensive photo frames and put in pictures of you and them. Gift cards are good too! Make home made cookies, or quick breads in small loaf pans. Almost anything home made is a sure bet! Have a great holiday!

I give my friends, family and co-workers homemade cookies and treats. These go over so well that it's become a tradition, and people are disappointed if they don't get their cookies.
You can package them in fancy tins and present them with packages of instant hot chocolate. Even my Jewish and Muslim friends look forward to their Christmas cookies.

Don't give gifts per say. Make up cute gift cards for your services or a lunch date.
I gave my mom, a gift card for lunch to be used at a later date. My sister who is a single mom, I gave her a gift card for a few hours of baby sitting services. Racking leaves/ yard work for Aunt Mary. Grocery shopping services for grandma. A trip to the ice cream shop for my neice.
Alot of people don't have the luxury of time and knowing that you are willing to give of your time just to be with them or do something for them is a great gift.

My suggestion would be
1. If you are comfortable baking/cooking Cookies, cakes, pies, christmas candy, etc. I do this for most of my family as I too am on a tight budget. Homemade gifts really do mean more to family.

Well you coulod make a coupon book for your parents. (Ex: this coupon good for one lawn cut or one house cleaning) they may appreciate it if they kinow your broke...If you dont wanna do that then go to the dollar store and you can get all your friends 3 gifts each
