In theory this is possible but, to be honest, I'm not sure it would work. You would be applying for a residence permit as the dependant of an EEA national family member, one or other of your French brothers. The difficulty would be whether or not you are actually a dependant i.e are you substantially financially reliant upon your brother. Do you live in the same place and, in that sense, form a settled family unit ? If you're over 18 - and that sounds likely - you would not ordinarily be considered as a dependant unless there are exceptional circumstances. An example of this would be if you have a medical condition and rely upon your brothers for care.

Obviously I don't know the detail of this situation but, unfortunately, it sounds to me that it would be pretty difficult for you to qualify for a permit as your brothers' dependant. Sorry not to give you a more positive answer.
