my friend is really confusing me he says were just friends but he kisses me and holds my hand and rubs my neck and acts like my boyfriend

Tell him that if you are just friends then u should only do things friends do, which doesn't consist of kissing or "rubbing ur neck"

OK why are you letting him kiss you, rub your neck in the first place? first and foremost, how do you feel about him and the fact that he is doing all these things to you? do you enjoy it? are you encouraging him? If you have true feeling for you friend I would advise you talk to him about his behaviors and his feelings for you.
