That is a loaded question. What do you define as "best"? Intelligence? Military numbers? Equipment? Patriotic? Each of those "best" guidelines could have a different asnwer.
Isreal has the best intellegence. Hands down their Massad can't be beat.
Great Britian has the best trained military. The UK/Australian SAS and SBS special forces are simply the best. When it comes to the best regular troops, I would have to say it is the Gurka regiments from Nepal who are part of the British army. I have heard that during the Falklands War that the Gurkas fought the heavily armed Argentinian invaders with their knives and beat them hands down.
United States has the best technology. We will blow you up from 25 miles away and not even injur your neighbors. Don't mess with us!
China has the total brute numbers and equipment "best". While I was in the Marines we had a saying, "Kill one chinese in battle and 10 will replace him". There's a reason nobody wages war against China and wins.
Russian is the best as far as cold war fighting and land fighting. You NEVER wage a land war with Russia. You will die a cold death. The stories that came out of WWII are horrific in details as far as combat against the Nazis.
Pakastani, Greek, Indian, Finnish, South Korea and North Korea would round out my list. I didn't put a ranking on them because I didn't want to misinterpret your "best" definition.

I don't know about the top 10, but I would say that China is the largest and United States is the most technologically advanced. Other than that, I don't know.

The top ranking military ever in the world, no longer exists. They were the army of SPARTA - who kept the Persians out of Europe.
They're still trying to get in by the way - Iran - that is.
Otherwise, historically, you'd have to go a long way to beat the Roman army - which is the most studied by the US military.
Did you know that Telly Savalis parents were from Sparta in Greece? You only needed to look at Telly in any of his war movies in his mad youth to understand what is meant by a Spartan - he was one such.

To be the best in a fight the army has to actually get to the fight and currently there is only one force that can deploy a significant number of troops around the globe and support them once there and that is the armed forces of the United States. Think logistics.
