It's not English, but it means "always".
There was a song a few years ago - I think it was sung by Jose Carreras and Kiri Te Kanawa. It was called "Amigos para siempre" - Friends Forever.

We say it all the time. It means "of course." It's a tagalog word and I think it's also a Spanish word. We use it in Tagalog (Philippine Language) like this:
Tagalog: Syempre naman mahal kita. ^__^
English: Of course I love you. ^__^
I think it has different meanings because in Spanish they say it means "always" but in the Philippines it means "of course." Maybe because before when the Spaniards tried to conquer Philippines we were influenced by their ways and languages too. I hope somehow I was able to help you in your question. ^__^
