it provides heater current and a high votage between the electron gun (cathode) and the body of the magnetron (anode) so that thermally emitted electrons are accelerated to roughly the right speeds to circulate in the transverse magnetic field several times before they impact the anode - this gives them time to bunch and couple energy to the cavities.
