photoshop undoubtedly bezst.
but if u need an easy to use but qualty programme,google picasa is also not bad(we can download free at http://angle-mine.blogspot.com ).It also has an inbuilt system to make a website of our own free,and put our edited work there.

Adobe Photoshop is the best but be aware that it takes a good deal of work to learn how to use that tool. If you plan on buying Photoshop then also plan on taking a class or buying some good books about the program.
I use it often and had to learn by trial-and-error and by info off of the internet. I am by no means an advanced user but can take out the stray tree branch, clear up skin blemishes, or take the bags out from under someones eyes. That plus the regular picture enhancements that many other products offer.

If you want simpl fixes, try downloading the free software at picasa.com. For macs, iphoto is good, but it's not free. Photoshop elements can do just about anything, and it's under a hundred bucks. (It often comes bundleldl with things like digital cameras). It can be very confusing at first. The Gold Stadard is Adobe photoshop PSCS2.
