The purpose of the social security number is to identify a person for the determination of taxation, and hopefully, disbursement of benefits. It is unnecessary to issue a card to a fetus, as it has not yet had the opportunity to incur either tax debt or benefits. Be assured, if there were a way to tax a fetus en utero, our government would have found it, which would give legitimacy to your hypothesis.

you are confusing the issue. The government can only count the living bodies it can see. However, the moment the spark of life begins in a woman's womb, that group of cells is human. It is set on a course of development that will never lead anywhere else except to a human baby. It will never be a puppy, or a salamander. Only a human baby. That's why it should be protected. Not counted in the census yet, but protected from someone's selfish choices.
