He might have a disorder like ADD, or a hyperactive disorder when there is just normal talking in the room, he thinks people are yelling and he messes him up and starts to get hyperactive to channel it away. I would tell his mother to take him to the park, take away treats, until he finishes his homework or studies. He needs to get that extra energy out and he is not getting enough activities to get it out of his system

Someone who is hyperactive just can't sit there an study. Work on other study options -

Math - bounce a basketball for the answer
Make him move as well as learn

His parent or guardian needs to dicipline him. Set consequences for his bad choices like not studying or doing homework. You have to follow through with dicipline EVERY time and not just some of the time.
Does he have ADD or ADHD?

take him to the drs or tell his mother to have him evaluated for adhd (attention deficit hyperactivity disorder). I have two of my kids on concerta one for adhd and one for add..the same but without the hyperness.

JUST MAYBE IF YOU SIT HIM DOWN AND TALK TO TO HIM. IT MAY WORK. SOMETIME ITS NOT THAT. AND BY HIM STUDYING. LET IT BE QUALITY TIME FOR YOU GUYS TO BOND. REWARD HIM WITH LITTLE TREATS. OR BETTER YET, PUT HIS STUDYING INTO A GAME PLAYING MODE. THAT WAY HE WILL BE INTERESTED IN IT. BUT AT THE SAME TIME YOU HAVE TO LET HIM KNOW THAT YOUR IN CHARGE NOT HIM.....HE MIGHT BE USING THIS TO GAIN ATTENTION.. THAT WHAT A LOT OF MY STUDENT DOES.. SO REVERSE IT ON HIM. BE THE ADULT...

maybe his teachers are very serious and does not talk to him well
sit with him and tell him how you can enjoy studying
as for his hyper activeness it must be his age factor
