Tell her how you feel. And, if she doesn't feel the same way, and you really, really like her, just be persistent. One of my friends like his best girl friend for, like, ten years before she was willing to date him, and now they have a baby together. And my cousin liked her best guy friend for, like, three years before he was willing to date her and they've been going out for around two years now. It can happen!

Just say, "I have romantic feelings for you. I was wondering if maybe you would like to go out on a date with me?" Tell her what you like about her. Her hair, her eyes, her laugh, her compassionate nature. Whatever you like...and I'm sure she'll appreciate your frankness and you charm and will leap right into your arms!

Go after her (if you want her) and do it now, before someone else catches her eye. Friends usually end up with each other. The best relationships known to man started out as just friends. Do Not be afraid, and let her know you are interested. Ask her out as soon as you can get in touch with her. If you snooze, you loose. Remember that! Good Luck!!!

Say I love you. No need to refer to the kiss! Until later.

It is not necessary that all times the same words can do the trick. Be straight and tell her that you want to make her your gf. By the way is it necessay?
