I assume you mean cement and concrete.

Cement is the bonding agent used to make concrete mix. In addition to cement, concrete is made of aggregate (gravel and rock) and water. The formulas vary somewhat according to the application, and whether the concrete will be pumped when it is poured. You should not have too much water in the concrete mixture because it will reduce the strength of the concrete when it is cured. Many times a sample of the concrete is poured for laboratory testing at a later date.

The evaporation of water from the poured concrete must be controlled while it is curing for maximum strength. This can be accomplished by spraying water on the surface several times a day. The hotter the weather, the more frequently it should be wetted. Alternatively, there are products available that make a moisture barrier to reduce evaporation when sprayed on the surface of the concrete.

Reinforcing steel (rebar) is used inside concrete structures to improve strength and reduce cracking. Building codes may give guidance as to the quantity and placement of rebar, but sometimes a structural engineer should be consulted. Wire mesh is commonly used for large flat areas, like a slab or sidewalk, but it is not very effective and rebar is preferred.

Cement is also used with sand and lime to prepare mortar for masonry (brick and concrete block), and for plastering and stucco. When the mortar is to be used for ceramic tile, the sand is usually omitted.

NO AND YES.. You have spelled cement as sement? If you mean cement then concrete is mixture of broken stones , cement and water. So can not be same

Why don't you spell so that readers will know what you mean and don't have to guess?
Are you talking about CEMENT and CONCRETE?
If it is so: no, they're not the same. Cement is only one part needed to make concrete.

Asphalt is also actually a concrete, as it is a mix of rock, sand and tar oil.
