Which one of the Is the following sentences is grammatically correct ?

the first sentence is correct, however your punctuation is off. You need a comma inbetween your independant and sub-clause.
"Should there be a change in the programme, we will let you know"

if you are speaking for yourself you would say,should there be a change in the programme,i will let you know.if you are speaking on behalf of a group to which you belong,like friends,family or your company,you would say,we will let you know.referring to a third party then you would say,should there be change in the programme they would let you know.

"Will" is correct, as the "should" indicates that it's still a possibility.
