concrete contains sand and gravel and stuff including cement and lime
Cement has less "stuff" added and is usually a smoother finish.

Concrete is a finish product that contains cement, sand, gravel, air and water.

Cement constitutes 7% to 15% of the absolute volume of concrete.

Cement (Portland Cement) is made of hydraulic calcium silicates, calcium aluminates, calcium aluminoferrites, and calcium sulfates mixed with water.
