Naturally penguins cannot dance. Simply because their brain is not capable of such an intellectual feat. Dancing is a Human invention in which no animal can ever duplicate. Indeed, no matter how cute they are, they cannot dance.
If you are referring to the movie, happy feet. its creator found the inspiration from a discovery documentary about penguins. Since penguins uses "heart song" to call a mate, anyone who cannot sing or do not have the "heart song" is doomed to live in solitude. to create a conflict < which is needed in a film>. The Producers thought of a dancing penguin. That is how mumble was born. The film teaches to accept who we are and our own unique capabilities.
In the end, penguins cannot dance.

i t hink the animated ones have added moves for dramatic effect...lol. seriously if pursed by a predator..i think they could have amazing moves.
