Learning English should be treated in the same way that you learned your mother tongue.
First you learned to listen, to your parents.
then you practiced speaking, and learned to speak. Then you learned to read, and eventually to write.
The most important thing about learning English is learning to listen.
Listen to English songs, English Radio, and English TV. Then try to imitate what you hear, until it sounds like the speaker.
Reading will help with vocabulary, and writing will help to pull it all together. As suggested by someone else, reading out loud will help too. Keep a diary, in English, and each day write what you have learned. Then you can look back and see your progress, and this will motivate you to continue.

4. Get a good dictionary (OED, or Longman, and follow the pronounciation key)
5. Watch BBC or CNN (your preference), to learn enunciation
6. Practice with people who would be supportive of your attempts
7. Try writing a hundred words in english on any subject that you are passionate about. The need for words is more desperate when you want to express something you feel strongly about.

There are obviously lots of books, tapes, dvds, etc. on how to learn English, try Amazon (et al) for a few examples, there are even on-line courses which may help (do a web search or try the BBC).

One book I used to like had a title something like "English for Speakers of a Foreign Language". I quite like phrase books myself for quick & easy learning (I used a child's picture dictionary to help learn some Italian).

The best way of course, is to speak to an English person (maybe swap to help them learn a foreign language), or be a pen pal to help improve your writing.

In English universities you can have free English classes this year in the Skills for Life scheme, if you are a member of the EU.

Your English seems good to me; the Voice of America has a good Special English section to help learners of the language.

If you didn't pay attention at school then I would say there's not a lot of hope for you except read and read some more and not so much watching TV least of all the news readers

simple read as much as u can newspapers , books periodicals, and try to speak as much as possible even if it is wrong dont bother for that in the intial stages later on it will be alright itself.
