Find an English Springer Spaniel rescue, they are his best bet for finding a suitable home. These people know the breed well and will take good care of him until they can find a home, and they will screen potential homes carefully to make sure they are suitable for springers.
Police organizations have very strict criteria for dogs that they use, usually those dogs are bred specifically for working. They would not be likely to be interested in your pet.

Have you tried training it to respond to whistle commands. Springers are perfect dogs for police as they are such god hunters, they are placid, and they enjoy the work.
When you say being naughty, is it just chewing everything in sight, or not responding, are the commands you are giving it clear, is he being rewarded for misbehaving at other times, does he know you are the boss?
Remember, a frm voice can go a long way, and as other people have said, a springer has lots of energy and needs excercise, or it will be come restless or when it becomes old it will put on weight and it will be harder for it to do the jobs you want it to do now

You need to nip this in the bud as soon as possible before he gets out of control.
A few years ago we took in a springer spaniel that had been returned to the breeder because he was being left on his own a lot and was getting up to no good. He had developed behavioural problems.
Unfortunately for this dog it was too late as he was uncontrolable, had to be muzzled (even with us), then eventually attacked my other dog, then bit my mum badly and finally went for my niece. He was put to sleep which devestated us as he was a young, very beautiful dog.
The vet and trainer both said he had been allowed to get too uncontrollable before the previous owner had decide to give him up. We did all we could, but even castration didn't work, we were told that this breed can be hard to turn around once they get to that stage.
Springers need lots of exercise and strict discipine so training is essential, he may be too old for a police dog, but agility training or training to the gun may be best. Get in touch with your local shooting fields they may know of someone that can help train him.

What do you mean you have a springer spaniel who has started to become really naughty?
Can you share more details?
This is your dog. You are responsible for his behavior. Try using positive reinforcement to redirect his behavior.

you don't give much detail, if you don't want the responsibilities of dog ownership why get one in the first place? If he is your fist dog not an ideal choice, go back to your breeder reputable breeders should be prepared to give help and even re home they should also have vetted you as to the suitability of you as owners not just see ££££
lecture over!
is he bored? a springer especially working strain is a very active dog head strong at times and needs to be mentally and physically challenged. Is he left at home alone all day? arrange for some one responsible to take him out during the day.
does he chew? give him plenty of toys - food balls may also distract him.
is he disobedient? ask at your vets about recommended dog trainers, beware cowboys!
I doubt if castration will really help unless it is behavioural problems with other dogs. a lot of dogs end up in rescue centres that have been castrated and the problems not solved.
if you are intent on re homing him either ask at your local police station maybe their dog section will help or at least give you a contact or search the web.
good luck

A well-trained dog makes everyone happy, including his owner. Take a little time training him, and you'll never regret it; you'll always have an obedient dog by your side. Find more https://tr.im/H6FOU
By their nature, dogs are pack animals with a well-defined social order. Through basic training, you need to consistently make sure your puppy understands that you are the leader, not him. So in teaching him the basic rules, you take on the role of pack leader.
To fit into the family circle, your dog must be taught to recognize his name and such commands as come, heel, lie down and sit.

My parents have a springer, theyr beautiful dogs with a beuatiful temprament, my parents had a similar problem, if she/he is naughty inside the house, pick it up by the scruff of the neck (this does not hurt them) and look into its eyes, he/she will go floppy, knowing you are in controle. This really helped my parents. i hope it helps you. i strong recomend you persist, because you will not find a more intelligent and playfull dog, they are well worth the training.
