Genetics are a major factor however there is more to it. Height is determined by the complex interactive combination of genetics and environment.
See here for more info -

Edit: Can you please stop trying to over simplify the answer to this and stop explaining genetics. The question is not how does genetics work but what is responsible for height difference in families. There are a number of factors including malnutrition and stress. Genetics is largley responsible but it does not explain the full story.

It's a matter of genetics. A baby not only has the parents genes to choose from, but also the parent's families. It's the same rule for hair and eye color, features, weight, etc. It just depends on what gene developes. Theoretically, the child will be tall if one of the parents is tall...it's natural selection. "Survival of the fittest". Human nature is to develop the stronger characteristics..but it doesn't always work. I am taller than both of my parents and my sister. My brother is the only person in my family taller than I am. It's pretty random.

Let's say the father is Tall ("T") and the mother is short ("t").
TT with tt. T is dominate trait than little t is recessive. 4 children born, each have a dominate trait to be Tall. (taller than the mother).
Now if the mother is medium height. Tt. The children would be 50 percent be Tall dominate as 50% be medium height.
Depending on the gens, the break down of the genotypes/phenotypes along with the production growth in uterus, will depend on the child's traits.

would that be genetics?!?! Just because the birth parents are short doesn't mean the entire family ancestry has been short. I am 5'2 my parents as well as all my siblings and grandparents are all over 5'9 but some where down the line there was a little shorty in the family and their genes were passed onto me.

All the children of same set of parents do not inherit same chromosomes but different combinations of chromosomes. Therefore certain physical, mental traits skip a generation or differ in the same generation. Only syngeneic twins have the same set of chromosomes - therefore they are alike.
