the most important part of the chapter of wisdom and tactfullness states that the preacher should explain the Law step by step rather than confusing his listeners.
"there are not three vehicles, but only one Buddha vehicle". the three vehicle are three destinies by which the follower travels throught life path. Sravaka means student; pratyekabuddha means philosopher and boddhisatva means good person who helps other people. it means that one become Buddha by learning, reflecting and making good deeds for other people.
"only Buddha together with other Buddha can discern this truth well". For second chapter has been given many books of explanations but here I will state some different interpretation. Maybe you do not know, but there are also female Buddhas called Dakini. So, only Buddha together with a Buddha means that only two people, male and female can discern love that is truth of the universe.
