OK. these things are insects- so they can be killed.
First of all, face the problem. If you have head lice, they are also probably in all your apartment, also clothes, hats, etc. Also anyone you are in close contact with.
For the hair- it is easy. Simplest solution is to shave all hair. I do mean ALL hair, because lice lay eggs on any hair (including eyelashes, armpit hair, pubic hair) they get across (they look like silvery streaks and are almost impossible to get rid off by conventional means)
It also means you have to boil all your bedclothes, clothes, caps, etc. and spray all over the flat (including the walls and behind/above/under the bed) with some good bug killer- preferably the kind for crawling insects (longer lasting). I hope you're not allergic.
If you don't want to shave all hair, cut it as short as possible then soak in vinegar for a couple of hours at least (covered in a towel) then comb out with a special comb- very close set teeth (some pharmacies may have them). You have to repeat it at least once a week for 3-4 weeks. This is because new lice hatch from eggs every 2 weeks or so, so you have to kill them before they have a chance to lay new eggs.
For mature insects it is easy enough- rub oil or butter on your hair, leave it on for 3-4 hours. Blocks the bugs breathing holes and they die. Not quickly, but they die eventually.
Hot iron treatment may suffice- both for clothing and for hair. Not as effective as shaving, but worth a try.
Remember you got the bugs from somewhere- so you're likelly to get them again from the same source
In any case, they are alive and therefore they can be killed- just "stay the course". A bit like fighting the Taliban- some say hopeless- but if you persevere long enough they quit living

Bet you are just *itching* to get out of this situation.
One thing to remember here is that each adult louse feeds and then will lay a nit (egg) It takes between 3 and 14 days for the nits to hatch and they need to feed within a day or they die.
If you are treating yourself with lice shampoo's to make sure you are free of them - are you also treating your environment? (beds, pillows, couch, all clothing and coats - everything needs to be cleaned). Steam cleaning is good for carpets and furniture.
If you haven't been getting rid of the nits and they are hatching and re-infecting you - that might be where your problem lies.
