Yes, there are forms of OCD in which one becomes obsessed with their own appearance. It can lead to hair plucking, skin picking, and even anorexia. OCD is obsessive compulsive disorder... so in this case, the person would be obsessed with their appearance. There has been a lot of discussion about this lately, especially with teenagers.

She's not vein, but she fears the "Ugly Betty Syndrome". Your sister "could" have a form of OCD if she spends more and more time on the same issue everyday. It could be a low self esteem problem, and she has to make herself perfect to naturalize or prevent the dreaded thoughts inside her head from happening. Anxiety from not being perfect in ones own mind is an event or situation impossible to resist/control. I hope she snaps out it eventually, or she will need some professional help in the future.

It can make you obsessed with all kinds of stuff.
My brother has OCD (we think).
For a while he felt a need to lift everything in his room before bed to relieve the stress on things.
Now he takes showers all the time.

the O stands for obsession, as in obsessed with your appearance, and the C stands for compulsion, as in performing behaviors which relieve you of the anxiety that your obsession causes (i.e. fixing hair for hours, getting clothes "just right.")
but guess what, a lot of things can make you obsessed with your appearance. you have to figure out why you are so anxious about how you look, and look at the situation more rationally. as in, "do people REALLY care enough about how i look to justify the amount of energy i put into this? i don't think so."

it can make you obsessed with anything. the obsessions surface due to compulsvive thoughts. or thoughts that repeat and will not go away. the repetitive motions you go through with the ocd are to keep you from thinking it.

Yes, if the obsession leads a person to constantly and compulsively do things to make sure their appearance is "perfect" and does not feel okay unless they do these things.
