Chi (血) can mean blood, and biran (糜爛) can mean inflammation or sore. I'd never heard the term myself, but a quick search of chibiran using that kanji combination (血糜爛) brought up some Japanese health/doctor sites, so I believe the meaning is "a bleeding/bloody sore."

I know that chibi means small but with the ran after , no clue.

'Chibi' means small and refers especially to a person (or animal) of small stature. I have no idea what ran means here, although it can mean 'orchid' among other things.

It actually means bloody inflammation of skin and mucous membranes.
chi=blood
biran=inflammation of skin/mucous membranes.

"chibiru" means wet one's pants. "chibiran (ai)" means (someone) don't wet one's pants.
