Several possibilities.
1. He doesn't exist.
2. He doesn't care about us.
3. He has to remain hidden for some reason. Maybe he's conducting an experiment?

Because ALL gods are invented by man and, in effect they are not there. Silly children WANT to believe, as it is a good idea, providing the weak with a crutch in the form of a parent-figure that they believe is there to help them in times of need - which is all the time, apparantly.
