depends. if you're staring her down, she might look away cause she doesn't like the act of staring. if she catches your eye for a moment, then looks down, she might just be embarassed she caught your glance. doesnt necessarily have anything to do with liking someone.

No, not necessarily. But I don't know any woman who likes to be stared at. Chances are, it just makes them uncomfortable, and they look down as a sign to tell you to stop. It doesn't mean 'don't look', it means 'don't stare'. When your eyes meet, smile...or begin a conversation. But if you just keep staring, she'll probably be thinking 'what is wrong with him?'
