it depends on the funding of the city sadly. without money nobody can be hired or nothing can be bought without money. unless dedicated citizens got together to help form some type of coalition, like a mega sized neighborhood watch.

In American cities the murder rates are directly linked to the cultures that produce the bulk of the murders. Gangs, crime ridden neighborhoods, corruption, oppressive police prescence, economics and greed create fertile grounds for murder and other crime.

So to reduce murder rates you have to do these things.

First step is to end the hostility between the police and the average Joe. That means repealing oppressive laws through non-enforcement. That means re-training the police force and putting people from the area on the beat in that area. Making community connections. Until then you can do nothing to slow down crime in such areas.

Next economics. People with a good job in general do not indulge in crime.

Wipe out ethnic and economic neighborhoods. They breed crime and isolation. People who feel isolated easily view other groups as the enemy. Once they become enemy it is much easier to dehumanize them which makes it very easy to kill them. Cultural clashes are frequently the cause of random crime, especially murder. Nieghborhoods where crime internalized into the culture are ones that will breed all crime, especially murder as old grudges from prisons will make it to the street and be carried on by descendents and friends of those involved. Turf will become an object of value even if has no economic or other realistic value. People will feel defensive about outsiders. Be uncoopertive with cops, resent intrusion by other groups, sometimes repelling these intrusions violently.

Education and opportunity. Hard to tell somebody to be a good kid, go to a worthless school so that they can graduate to work low wage jobs for a non-future. Give them a reason to choose opportunity over glory.

Arm the city. The best deterent against violence is risk. Those who continue violent crime even when a large percentage of the city is armed will quickly be elimanated from the gene pool. Every state with a right to carry law has seen bigger than national average drops in crime, especially violent crime. Nations and areas that have banned hand gun ownership have seen the opposite. The greatest example was a liquer store in a high crime city started arming every employee in the store. It was a large store that was frequently robbed because of the high volume. When the clerks started wearing guns on their hip in plain view suddenly the robberies stopped. While that store did that they were never robbed once. How many armed robberies do you hear about in gun stores? A significant portion of murders are people killed during armed robberies. If clerks were well protected then this would stop or become a very rare instance.

Do that and violent crime will almost go completely away. There will always be heat of the moment crimes such as a jealous spouse who catches their spouse in the act or arguements that get too far. There will be the occasional psychopath who kills for money or pleasure. Those do not have societal causes. So murder is not going away completely. However in the days when most people were armed murder was actually a very rare crime and considered a heinious crime. People were more polite. Society more independent. Unarmed populations have historically been plagued by violent crime. Populations isolated from the main culture have also historically been frequently the target, cause or both of violence. Poor people commit most crime and there is a good reason for that. So poverty is a major cause of all crime including violent crime.

Forget about violence in the media or entertainment. Whats the difference between the gunfights of the 40s or the ultra gory movies of today? Just because the blood is more realistic doesn't make it any more appealing. Core cultural values are the seeds of people's morals. You want to stop murder you have to have a culture that despises murder. Hollywood tends to reflect culture. If murder was not prized culturally we wouldn't go see a movie about it. We'd choose to watch something else. Fact is we've developed a culture that glorifies murder and so Hollywood makes what sells. That is stuff that reflects the cultural mores.

Forget more cops. They create crime and add pressure to cultural groups creating anger and repression that eventually turns violent. Especially the way they are trained today.

Encourage the law abiding citizens to own and carry arms, and provide safety and training in their use.

While I'm a big fan of police, I don't think more police are the answer. Quite simply, the police are never around when you need them. I can honestly say that the few times I've been a victim of a crime, a cop has never been around to stop it. Even they will tell you that it's very rare they actually "stop" crime. Usually they arrive after the crime has been committed, and try to help the victim (if possible), collect evidence, and arrest the criminal. That's why I'm such a big proponent of people having the right to defend themselves from crime.

Is it affecting you? Theres really nothing you can do. Jus keep ur head straight and make sure ur family and friends do go into the bad parts of town at night. Where i live u cant even walk outside at night. I could because i know everybody cuz i lived her my whole life but starngers have no chance. It aint good but thats how things go unless your ready to find a gang by urself ur out of luck.
