It would really depend on what the two of you are into and the kind of weather.
Personally, one of my favorite first dates consisted of taking my daughter to the park with a nice guy I had just met. We swung by the grocery store on the way where he spent just a few bucks getting us something to drink and a small stuffed toy. ... It was cheap (less than a dollar) but still very sweet of him :) In fact, I think that I still have it.
Another favorite was when a guy took me to the lake in the winter. We were the only ones there. We took a couple of sandwiches and drinks and sat in his truck for a while just enjoying it. And we got out of the car to walk around a little and froze ourselves, but that part was fun too!
There should be good and affordable casual first dates all around you. Is this someone that you know well enough to bring into your home? Maybe the two of you could watch a movie or play some sort of game. ... Cards, video game, board game, etc... When you are focussing on a game, it is easier to let the conversation flow at its own pace.

Dinner is good at a reasonably priced restaurant. I don't know what is near you. Or a coffee shop you don't even have to have coffee, but you should at least get something. Maybe a deli. Some place you can talk that is in public. Take her to place that is nice to walk around that doesn't cost a thing. I am from Sacramento so oldtown Sac is always a good place to take a lady friend and just walk around. You can also check local papers for free events in your area that you both may like. Don't go to the movies too expensive and a waste of valuable talking time with your date. Good luck!

Just go for a bike ride somewhere...a bike path? Or play a game of tennis...and go out for a coffee/ice cream...walk by the beach...picnic...any outdoor free stuff happening? Jazz concerts by night along the waterfront type of thing? Just incorporate something into the day and top it off with a meal or drink somewhere...doing something is always more fun than just sitting there or watching a movie which steals from your time together...although that is ok too if you have plenty of time to get to know each other afterwards.
