Depending on the state that you reside in, you can go to your states DMV website and look under their forms.

In the forms, there should be a request for insurance/car information. You fill out the form as best as possible. Send the form with the fee they charge. It's usually no more than $15.00. And a copy of your drivers license.

On the form, it asks the reason for this information, there should be a box or a number for civil litigation matters. Check that one. If not they won't provide you with anything.

After you've sent it, it takes about 30 days to get all the information back.

It is going to be difficult to find that out unless the driver of the vehicle has caused you harm in some way.

If you have been harmed, then report it immediately to your local police department. You must also have a descriptive of the vehicle. It is also important to know a descriptive of the driver.

Any other way to find out, is off limits to the public.

You'll have to contact the DMV. However, they don't give out that information without a very good reason.
