Yes, for different psychological reasons. If they were not shown love when young. If they are unable to love themselves. If they're locked into some kind of unhealthy neurosis.
I've personally known people like this. For some of them, this can be changed. For some others, it's really difficult.

in the 20th century the family unit suffered a devastating onslaught what with the 1st world war, then the depression or dirty thirties and then the 2nd world war.
in that time the family suffered since the adults were kept so busy with desperate measures trying to keep roof overhead and food in belly....you know the bare necessities which were very difficult to get let alone earn.
during these hardships, quality time with family and friends was a very scarce commodity. relationships were all but ignored. all of the intangibles normally experienced between family and friends never happened. so if you never had it how can you pass it on.
if you know somebody who cannot love and you think enough of them then teach them your love.

Because their Egos have become bigger than their hearts. Defensive people usually learn the hard way that they don't always have to keep emotional barriers up.
