Typically because this is the lane you use when your exit is coming up so you dont want to be going so fast to exit on a ramp that was made to be done while only doing 35 or 25 mph.

The right lane is the slow lane because when people are coming on to the freeway 1) they are not up to full speed 2) there is a greater potential of them getting hit by a fast driver if the right lane was the fast lane. Also, when people are exiting the fwy they have to reduce speed when getting on an exit ramp, this too could cause an accident because the faster drivers don't want to slow down so they would change lanes more often. It's known that the more you change lanes the higher the chance of an accident. All of these contribute to the laft lane being the fast lane.

That is the lane that traffic entering and exiting the Fwy will be using. People entering the Fwy may not be up to the speed of the rest of the traffic on the Fwy. People exiting the Fwy start slowing down so that they will be at a slow enough speed to safely stop at the end of the off ramp if they need to. Also, at least in California, it is the law that slower traffic is to stay to the right.

Possibly because the exits are usually on the right side This would prevent semi trucks from having to make a lane change when exiting. Since semi trucks have to drive slower to make up for their decreased ability to break., I suppose it would follow that whichever lane the semis are in would be slower.
