First I am in agreement with those who say Mouser is being hurt by Ash, or scared to death. I can't believe you haven't figured that one out by yourself. It would be like an 18-year-old human tormenting a ninety year old human.
Second, Mouser has probably been mistreated enough by your mother that she is afraid of being hurt by you too.
So separate the two cats, and tell your mother I think she is evil to be mean to any animal.

Keep the younger cat away from Mouser as much as possible. As a 14 year old feline, I think Mouser has earned the right to be left in peace, don't you think? She should be given all the loving attention and peace she wants. Eventually, the kitten will mature and calm down. In the meantime, supervise her and see to it that she doesn't bother Mouser.

Mouser is old. Very old. She hurts easily, and is fearful of anything sudden, or odd and unusual. You got to stop bothering her and provide some peace and quiet and a nice soft place to lie down...why torture the poor old cat on her last legs in her last days?

You need to seperate the cats. The one year old is too rough.
