You put in mailbox with a statement clearly written on it that the person is no longer at the address.
The statement doesn't need any specific phrase - just something that is clear to the mail handlers.
Addressee Unknown
Person no longer at this address
etc..
The USPS will then handle it from there.
PS: Don't open it - as this is illegal. Not even the Post Office can open your mail - unless the outer packaging is shredded somehow and they need to get delivery information (either sender or addressee).

It is so NOT yours simply because it is delivered to your address! If it's junk mail, throw it out. If it's personal mail, write No Longer At This Address. I will sometimes put a little note on the back if I have more information.

Well, the right thing to do is write "No longer at address - return to sender" on it. But if it has your address on it, then you cannot get in trouble for opening it.
If it were me, I would open it, because I am a nosey person, then tape it back together and send it back!

Write "delivered to wrong address" or "no longer at this address" on it in red ink and pop it back into the drop box. If it comes back again, I give it to the postman in person.

Put it back in the mailbox. Don't open mail that is not adressed to you. That's a federal offense. Think long and hard before you go federal.
