I have one of those binders! I got it at a kitchen shop in Napa. It's decorative, comes with dividers and pages and pockets, where I keep to-go menus. Hee. I know they're out there.
If you can't find one, just make one from a photo album.

You can take it to a whole new extreme, by either getting yourself a nice new scrapbook or a nice photo album. Photo albums are nice, because you can insert the recipe into the sleave, which is protected by plastic (if you get one of those)

i USED A NICE PHOTO ALBUM.. oNE THAT HOLDS 4X6 INDEX CARDS . that way the recipes are protected and you can add to the book as necessary. use the 1st one or two blank pages to list the index.
