If you "Chip" a piece of bone fragment in your shoulder and the a surgeon removes said fragment.Then if you expierience a significant amount of restrictive mobility and,or pain as a result,is there any possibility of regenerating the bone,or fabricating it so that the bone could regain its original integrity?

I mean fabricate as in surgically re-creating the original integrity of the bone.

Sorry, but the bone will not regenerate Your best bet is to do physical therapy as well as injections of a steroid/local anesthetic.
After the surgery that you describe, restricted mobility is to be ex-pected. Consider mild range of motion exercises at home: rotate your arm on your shoulder; aching pain is OK, but a sharp pain means that you have gone too far or done too much. After you do this at least 15 min/day, use weights (beer cans) in your hands--drink the beer after the exercise.
