If the programs are not intended for your use, then you might not have access to it. it depends on how system admin sets it.
So, all programs is dependent on the way the programs are installed.

However, for your case, my guess is you are talking about just adding programs in start menu programs list.its just short cuts of programs. You can do it many ways.
Like, right click on start button and open it. then just drag program shortcuts. Also, right lcik to taskbar and properties will take you to start menu manager. Where you can add such program shortcuts.

Conclusion: You can't just add programs to allprograms list without admin power and changing the way programs are installed. You can just add shortcuts of installed programs in start menu.
Note: startmeny and program menu are two different thing . Althought both shows up when you click start.

There are multiple locations for installed programs' shortcuts in the start menu, if you go to C:\Documents and Settings\Administrator\Start Menu\Programs and select the ones you want (hold the ctrl button while you click what you want to select multiple items) then hit ctrl+c to copy, then go to C:\Documents and Settings\\Start Menu\Programs and hit ctrl+v to paste you'll have them in that user's start menu too. it may not be ......\Administrator\Start Menu, it'll be whatever your administrator account login is, but you get the idea, and that's how to do it ;)

You don't - you can't manage programs that were installed by the Administrator account.
