No, only CTI's deal with languages. There are many Farsi, Spanish, Cantonese, French, Russian...LOTS!
You do not have to be an officer, but it does involve about 2 years of schools and this is after boot camp.
All CTI's REQUIRE a Top Secret clearance or above. This can take a few years to obtain, but once you have it it can be very useful when and if you decide to get out of the Navy. CTI's make more money than those of other CT ratings (CTR, CTM, CTT, CTA) as they get a foreign language pay. And the more proficient that you are at your language the more money you make.

the only time non CTIs learn a language is if they are slotted for a particular billet that requires it. For instance, an enlisted non CTI friend went to DLI for Russian, as he is now in Moscow for two years on a special project. and several of our Pilot friends have gone because they went to serve with an Allied Nation's Navy.
and yes, a Top Secret or higher Clearance is necessary.

Kristina is absolutely right, I am an ex Radioman now merged to IT. Besides think about when you get out, (IF YOU DO). You
could work for numerous Intelligence organizations making six figures no doubt. Study hard and long, you will get out more than you put in, but you have to apply yourself, push yourself. The Navy is not like the Army or Marines, it takes more self discipline.
Boot camp will be a joke and after wards, it will be a piece of cake physically, but mentally is where you will find it challenging.
I think in the rate your heading for, you will find it very interesting.
