If you want to buy one, then go for acdsee(www.acdsystems.com). Their product is very good.

If you want free alternative but yet powerful, here are three best ones:

1. Gimp(www.gimp.org) probably the best one but their interface takes time to learn
2. photofiltre - a little less capability than gimp but still very powerful. they have many extra plugins to have added features.
3. Paintdotnet(http://www.getpaint.net/index.html) they are good too but requires microsoft framework to be downloaded.

As a summary, if you spend few extra minutes to learn, get gimp. If you wan tto start making cool things right now, get photofiltre or paintdotnet.

if you want to pay a small money, get acdsee which is not same powerful as photoshop.

What you're looking for is the GIMP. As far as I know, it can do pretty much everything that Photoshop can. The price? Free. As in beer.

Gimp is a good software. I would suggest you to go to downloads.com and search for an image editing software. You will find one which suits your requirement.
