A lot also depends on what "non-sexual" means. It obviously implies no intercouse, but does what level of physical contact other than that constitutes "sexual contact"? In California, the answer is Yes. If the relationship is non-sexual we call that a friendship and no law governs that! Of course you are in an ugly grey area when you start befriending and spending time with other people's children, especially when you are an adult. It's likely that no one would bat an eye at a 21 year old hanging out with a 16 year old. Push the child back to 10 years old, or the adult up to 40 years old, and people are going to start talking. All it will take is an accusation by the child and you may end in jail! This is one of those areas where its probably better to let it go!

I'm assuming you mean a relationship that is not authoriative or parental (a concerned teacher for example, is still parental).
It's not really illegal, but as a parent I'd be concerned. Sometimes the older person will be biding their time until the magic age of 18 and then voila, it's a legal sexual relationship.
It's usually an older male with a younger female.
Even if no sex ever happens, care must be taken to ensure it's friendship and not predatory.

It is immoral if the relationship has a romantic connotation to it because the younger person may not understand, but it is quite damaging, especially later in life.
If there is kissing or even certain kinds of touching involved, there is a prosecutable offense occuring.
When a question like this arises, it is best to talk to another adult, like a religious person or a guidance counselor, a parent or the police.
The adult could be involved in coersion without the younger person being fully aware.

The basic concern about minors is their legal lack of capacity, which means that they cannot make their own decisions. Minors, therefore, cannot enter into marriages, contracts or provide consent. So long as the relationship does not require any legal decision making by the minor, then it should be okay.

it all depends on how old is the adult and how old is the minor, if we are talking of 13 minor and 24 adult then NO, but it ifis like 17 minor and 19 adult then i find that okay is only by 3 years anything above 3 years is pushing it

If you are talking about something like being a Big Brother or Sister is one thing,but if you are talking about kissing and holding hands,that is a different matter.
