They are called "property taxes" and failure to pay them will result in the government seizing the property to pay for the taxes.

Sorry to have to tell you this but, regardless of your status as a resident (and this no matter what country you reside in), you are responsible for all taxes levied against real estate you own in the USA. How do I know? For quite a while now I have owned several properties in the US and have to buck up the taxes payable on them every year.

Since land is generally taxed by the jurisdiction where it is located, and not the Federal Government, yes you as the land owner will usually have to pay tax.
You need to check with the Commissioner of Revenue of the jurisdiction where the land is located.
