It means that they want to get to know u but ur not giving them a chance, or maybe ur showing more than u should then not letting them have what they want. Am I making sense? Like lifting ur skirt and then saying no when he makes advances. Guys get really pissed off when girls do that. Try not to do that, it's the biggest turn off to a guy, he'll run a mile if u tease him.

it means you are teasing them about mabey you liking them, like if you wear slutty clothes(not saying you do, just an example) or are all over guys, then wont sleep with them or go out with them, the they might call you a tease

A tease is someone who basically teases someone. When you tease your dog with a treat above his head, he can't get the treat, no matter how hard he tries.
