Are safety book matches allowed for a carry on?

From the TSA Website:

"Strike-anywhere Matches - Up to 4 books of safety (non-strike anywhere) matches are permitted as carry-on items, but all matches are prohibited in checked baggage."

I would not trust them, really. If you have to do it this way, put in lots and lots of padding. If you can, I think you should ship them with UPS or some other carrier with whom you can insure the package. The airline will most likely not reimburse you for the cost of replacement, even if the glasses are broken while in their care.

I don't think that you would be able to pack that in your carry on. To make sure I would check with http://www.tsa.gov/ they have a detalied list of what you can and can not bring on the aircraft with you as well as examples on how to pack your carry on.
