Wow, that is amazing that you ask such a question, because I am a member of a COG church and our pastor was asked to resign. Not just for simple petty reasons, like he stepped on toes, or he didn't preach the right sermons. He was more into adultery, abusing his wife, and neglecting his children. Basically, not living or attempting to lead a christian life.
I knew this was going on but chose to step back and let others handle it and that is exactly what happened. Eventually, the state overseer came down investigated and out of guilt the pastor fessed up.
If you do decide to contact your state office, do this for the right reasons, not for personal gratification.

if you are having issues with your pastor, the Bible says to have a meeting with him -- just between you and him--- about it.
and if he does not listen to you. and the issue is truely a concern, ask one other person to go with you and have a meeting with the pastor. if he still does not listen or is concerned about your concerns, then the Bible says to take the matter before the church.
and during this whole process, you are to be faithfully praying for the pastor, and asking God for HIS WILL to be done.
and after all this has been done, and nothing is done about it.
go to another church.
but there is never a PERFECT church or a PERFECT pastor.
when you get 2 people in the same room, you are already in an imperfect situation.
so, we are to pray for one another, encourage one another, and when we can, help one another.
we help each other make it to heaven this way

Some say God plants that pastor their at your church, That is one that is not under a board or accountability. You can pray him out to a better position and church, or you be the one to leave and vote with your feet. How pleasant it is for the brethren to dwell in unity.

Just go to another church.But do some praying for your pastor,and maybe forgive him if you are upset with him.It will help you too.
