Especially if you still have to see this person afterwards, such as a coworker or friend-of-a-friend?

If it's a coworker tell them you don't let company pens dip in your ink. If it's a friend of a friend, just tell them that you aren't looking for a relationship currently.

Just say, "No." You don't have to or need to explain yourself. Don't give any hope of a relationship or a chance for a date in the future with the phrase, "Not right now." If he persists, repeat yourself. "I said No. That is enough. Any further pursuit will be regarded as harassment."
