Mythbusters did this test!
They actually did it twice. Episode 38 - You will get less wet if you run through the rain.

The Mythbusters show did this one, and conducted a test in the very first episode. It was the runner that got wetter. Then in episode 38, they conducted the test again using more realistic rain, and this time it was the walker that got wetter. If one works this out using a simple mathematical model, the results do indicate that it's the walker that got wetter. After all, what if the walker dawdled in the rain? Check the website for the Mythbuster explanation.

Let's say there are 50 drops per 2 cubic feet per second (let's also say that your body takes up 2 cubic feet when looking down on your head). If you are walking, you are in that 2 cubic feet space for a longer period of time than if you were running. Let's say you can run through that 2 cubic feet space in 1 second, but it takes you 2 seconds to walk through it. If you were running, you would get hit with 50 drops. If you were walking, you would get hit with 100 drops.
